The paper by the Council of Europe's High Commissioner for Human Rights (Tomas Hammerberg) is notable for its force and honesty. Among other things, his Office is interested in making sure that National Human Rights Institutions (Ombudsman, human rights commissions and equality bodies) play their part in bridging the gap between rhetoric and reality.
Spain assumes the Presidency of the Committee of Ministers from Sweden in 2009. It is hoped and expected that Spain will maintain the momentum built up by Sweden.
