Mental health services have received a special and very rare exemption from the HSE's moratorium on recruitment. According to Mr Martin Rogan, HSE national lead for mental health, this moratorium was in danger of compromising the roll-out of A Vision for Change' and warmly welcomed this decision.
However for now, the current moratorium will continue to affects many disability service providers, given their funding arrangement under Section 39 funding.
